Recommendation
I would recommend that IEEE societies offer limited subscription options to their digital libraries (as an example, 15 articles/year for $XX).

Comments on Recommendation
To use my Computer society membership as an example: In addition to the Society fees, I pay an additional $50 to subscribe to one additional bi-monthly periodical. I _might_ find one or two articles of interest in each issue.

Meanwhile all the other societies' publications might also contain one or two articles of interest to me. The Computer society does have a digital library subscription option, but there's only one option -- full access for $231. It's a good deal for some, but for "lite" users like me I'd rather see the $50 I currently pay for my one magazine subscription allow me to access a limited number of articles from the digital library, even if it's only 10 per year.
